Requires the State Department of Education to include a link on its procedural safeguards webpage directing to family empowerment centers resources and include this link on all translated procedural safeguard forms.

Mandates the State Department of Education submit a report by June 30, 2017 on compliance findings and corrective action plans for mental health services provided through individualized education programs based on verification and comprehensive reviews.

Requires submission of a second report by June 30, 2017 on pupil outcomes for students receiving mental health services through individualized education programs, including graduation rates, dropout rates, assessment results, suspension/expulsion rates, general education participation, and postschool outcomes.
