Requires the Public Utilities Commission to determine appropriate targets for load-serving entities to procure viable and cost-effective energy storage systems by December 31, 2030.

Requires each electrical corporation to offer time-of-use pricing or dynamic pricing to customers using energy storage at their premises.

Requires community choice aggregators and local publicly owned electric utilities to determine appropriate energy storage procurement targets by July 1, 2018, to be achieved by December 31, 2030.

Requires governing boards of local publicly owned electric utilities to consider procuring energy storage systems before fossil-fuel-based generation when energy storage can meet resource needs at reasonably equivalent or lower costs.

Declares no state reimbursement is required because local agencies have authority to levy service charges or fees to cover costs of the mandated program.
