Requires gas storage well operators to complete mechanical integrity testing by January 1, 2018, including leak testing, casing inspection, and pressure tests, with immediate reporting of anomalies to the division.

Mandates the Division of Oil, Gas, and Geothermal Resources to adopt regulations establishing design, construction, and maintenance standards for gas storage wells to prevent single-point failures that could pose threats to public health, safety, property, or the environment.

Requires operators to submit risk management plans addressing leak prevention, corrosion monitoring, well integrity assessments, and maintenance programs; establishes procedures for reporting leaks within 48 hours and determines when relief wells must be drilled.

Directs the State Air Resources Board to develop continuous ambient natural gas monitoring guidelines for storage facilities and requires operators to submit facility monitoring plans for approval and provide monitoring data to the public.

Changes the annual regulatory charge for underground gas storage facilities from a uniform per-well rate to a proportionate share based on field capacity and number of wells, and adds separate charges for costs incurred responding to uncontrolled gas releases.
