SB 893 Summary

• Waives mandatory systemwide fees and tuition for undergraduate students who are surviving dependents of individuals killed in the San Bernardino terrorist attack on December 2, 2015, if they meet Cal Grant A financial need requirements and either they or the deceased were California residents on that date.

• Applies to University of California, California State University, and community college districts; UC participation requires approval by the Regents via resolution.

• Surviving spouse dependents are eligible for waivers until January 1, 2027; surviving children are eligible until age 30.

• Requires the California Victim Compensation and Government Claims Board to identify eligible persons and notify them by July 1, 2017, and to confirm eligibility upon request from postsecondary institutions.

• Takes effect immediately as an urgency statute; constitutes a state-mandated local program with reimbursement to be made pursuant to existing statutory procedures if the Commission on State Mandates determines costs are mandated by the state.
