Requires firearm owners to report theft or loss to local law enforcement within 5 days of discovering the loss, and to notify law enforcement within 48 hours if the firearm is recovered.

Establishes penalties for failure to report: $100 fine for first offense, $1,000 fine for second offense, and up to 6 months jail and/or $1,000 fine for third or subsequent offenses.

Requires sheriffs and police chiefs to submit descriptions of lost or stolen firearms to the Department of Justice Automated Firearms System.

Requires licensed firearms dealers to post warnings in block letters informing customers of the 5-day reporting requirement for lost or stolen firearms.

Exempts law enforcement officers, military personnel, federally licensed dealers complying with federal law, and firearms lost or stolen prior to January 1, 2017 from reporting requirements.
