Amends Section 65583 of the Government Code to make technical, nonsubstantive changes to housing element requirements in California's Planning and Zoning Law.

Changes grammatical language throughout the statute, including replacing "which" with "that" and "The" with "An" in various subsections related to housing element analysis and programs.

Clarifies definitions of "assisted housing developments" to mean multifamily rental housing receiving governmental assistance under specified federal, state, and local programs.

Maintains existing substantive requirements for housing elements, including identification of adequate housing sites, analysis of housing needs for all income levels, and zoning provisions for emergency shelters.

Applies amendments to housing elements submitted more than 90 days after the effective date or when local governments fail to meet submission deadlines under Sections 65588 or 65584.02.
