State Lands Commission must administer a coastal hazard removal and remediation program within 2 years upon legislative appropriation, including inventorying legacy oil and gas wells and coastal hazards, surveying oil seepage, and remediating high-risk abandoned wells.

Commission may seek and accept gifts, bequests, devises, or donations to support the coastal hazard program and may cooperate with the Division of Oil, Gas, and Geothermal Resources to abandon legacy oil and gas wells that pose public health and safety hazards.

$500,000 shall be transferred from General Fund revenues to the Land Bank Fund for fiscal year 2017-18 to implement the coastal hazard program.

Beginning in fiscal year 2018-19 and each year thereafter, sufficient funds shall be transferred to maintain an unencumbered balance of $500,000 in the Land Bank Fund for the coastal hazard removal and remediation program.

Commission must submit annual reports to the Legislature on program activities and accomplishments and must prioritize activities based on available resources.
