Creates the Advanced Mitigation Program within the Department of Transportation to implement environmental mitigation measures in advance of future transportation projects

Requires the Department of Transportation to set aside no less than $30 million annually starting in fiscal year 2016-17 from State Transportation Improvement Program and State Highway Operation and Protection Program appropriations

Permits the department to use advanced mitigation credits (from mitigation banks, in-lieu fee programs, and conservation easements) to fulfill mitigation requirements for eligible state-sponsored transportation projects

Mandates establishment of an interagency transportation advanced mitigation steering committee by February 1, 2016 to coordinate with state and federal agencies, identify mitigation opportunities, and streamline federal and state regulations

Requires the department to track all implemented advanced mitigation projects to document credits available for future environmental mitigation requirements
