Extends the Department of Transportation's participation in the federal surface transportation project delivery program indefinitely by removing the January 1, 2017 repeal date.

Changes the biennial reporting requirement to the Legislature from a one-time submission by January 1, 2016, to recurring submissions commencing January 1, 2021, and every 5 years thereafter.

Maintains California's consent to federal court jurisdiction over the department's environmental review and clearance responsibilities assumed under federal law.

Requires reports to include comparative analysis of environmental review timelines, all financial costs incurred, litigation details, cost-benefit assessment, and overall project delivery timeframes.

Preserves the department's waiver of Eleventh Amendment immunity and prohibition on delegating federal responsibilities to political subdivisions.
