Requires all eligible counties to participate in California's annual federal waiver request for the able-bodied adult without dependents (ABAWD) three-month CalFresh benefit limitation, removing the option for counties to decline participation.

Eliminates the authorization for the Department of Social Services to implement this provision through all-county letters or similar instructions.

Establishes legislative intent that the CalFresh program be administered to maximize eligibility and participation to the extent permitted by federal law.

Creates a state-mandated local program; specifies that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to existing statutory procedures.
