Adds a new definition of "club" under the Alcoholic Beverage Control Act to include nonprofit umbrella organizations established to provide central meeting locations, resources, and services for veterans, including those on active duty.

Requires the nonprofit umbrella organization to serve at least six veteran organizations that are composed solely of veterans, have been chartered by Congress for patriotic, fraternal, or benevolent purposes, and have operated locally for at least one year.

Establishes that members of veteran organizations served by the umbrella organization are deemed members of that organization for licensing purposes, regardless of whether they pay separate dues.

Requires the nonprofit umbrella organization to obtain and provide documentation to the Department of Alcoholic Beverage Control upon demand to establish that served veteran organizations meet the specified requirements.

Prohibits club licenses issued under this section from discriminating against any person based on color, race, religion, ancestry, national origin, sex, or age.
