Extends indefinitely priority enrollment system registration for foster youth and former foster youth at California State University, community college districts, and the University of California, previously set to expire January 1, 2017.

Revises the definition of "foster youth or former foster youth" to mean a person whose court-established dependency began on or after age 16 and who is no older than 25 years old at the start of the academic year.

Adds temporary priority enrollment status for homeless youth under 25 years old verified within 24 months before admission by homeless services providers, federal TRIO program directors, or financial aid administrators, with the status retained for six years from admission through January 1, 2020.

Extends indefinitely priority registration requirements for students in Community College Extended Opportunity Programs and Services and disabled students at community college districts, previously set to expire January 1, 2017.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
