Extends the skilled nursing facility quality assurance fee assessment and related rate methodology from July 31, 2015 to July 31, 2020, with repeal on January 1, 2021 instead of January 1, 2016.

Modifies the calculation of Medi-Cal reimbursement rates for skilled nursing facilities, establishing a 3.62 percent annual increase beginning with the 2015-16 rate year, plus projected costs of complying with new state or federal mandates.

Requires the Department of Health Care Services, in coordination with the State Department of Public Health, to report to Legislature by May 1, 2016 on whether quality and accountability supplemental payments are adequate to incentivize quality care and sustain the program.

Extends the deadline for implementing the Skilled Nursing Facility Quality and Accountability Supplemental Payment System and related provisions through 2020, including performance measures for immunization rates, pressure ulcers, staffing retention, and nursing hours compliance.

Requires a two-thirds vote for passage due to imposing changes that result in higher taxes within the meaning of Article XIII A of the California Constitution.
