Amends Section 1367 of the Health and Safety Code relating to requirements for health care service plans licensed under the Knox-Keene Health Care Service Plan Act of 1975.

Makes technical, nonsubstantive grammatical changes including changing "Facilities" to "A facility" and "where" to "if" throughout the section.

Clarifies that plans must have organizational and administrative capacity to provide services and that medical decisions must be rendered by qualified medical providers unhindered by fiscal and administrative management.

Removes the January 1, 2002 effective date requirement for health care service plans to submit annual reports to the department regarding their dispute resolution mechanisms.

Reorganizes existing provisions by adding subsection labels (k), (l), and (m) to clarify that the director cannot establish rates charged to subscribers and enrollees, and that plans cannot waive compliance obligations when delegating services to medical groups or other contracting entities.
