Eliminates fees for home detention and drug testing programs for minors; restricts fees to adults over 21 years of age under criminal court jurisdiction.

Repeals parental liability for most juvenile court costs including transportation, food, shelter, care at facilities, and probation supervision; makes existing balances unenforceable as of January 1, 2017, and voids judgments on January 1, 2018.

Retains parental liability only for legal services costs under Section 903.1, with reduced scope applying only to legal services rendered to parents/guardians in dependency proceedings.

Removes the $20 monthly cap on county support and maintenance payments for wards and dependent children, eliminating county board authority to set maximum amounts.

Expands CalWORKs family stabilization eligibility to include families when a child has been held in temporary custody in a law enforcement facility.
