Requires the Department of Developmental Services to submit a comprehensive plan to the Legislature by August 1, 2017, addressing sustainability, quality, and transparency of community-based services for individuals with developmental disabilities, including recommendations for funding regional centers and purchase-of-services rates.

Increases reimbursement rates by 10% effective July 1, 2016, for community care facilities, residential service providers, supported living service providers, and nonresidential service providers, with additional adjustments tied to California Consumer Price Index increases starting July 1, 2017.

Modifies the administrative cost caps for negotiated rates between regional centers and service providers, allowing different percentages (15%, 20%, or 25%) based on annual payment amounts received by providers from regional centers.

Increases supported employment hourly rates from $30.82 to $34.24 effective immediately, and to $37.66 effective July 1, 2017, and increases intake and placement fees for supported employment programs.

Requires the Department of Developmental Services to increase regional center operating budget funding by 10% effective July 1, 2016, plus additional Consumer Price Index adjustments starting July 1, 2017, and to provide additional funding to cover minimum wage compliance costs for regional centers and vendors.
