Authorizes the Governor to require owners and operators of critical infrastructure to submit critical infrastructure information to the Office of Emergency Services for purposes of gathering, analyzing, and communicating information about infrastructure security and vulnerabilities.

Defines "critical infrastructure information" as non-public information pertaining to actual or potential attacks on vital systems, the ability of infrastructure to resist interference or compromise, and operational problems or solutions related to infrastructure incapacitation.

Establishes that critical infrastructure information submitted under this section is confidential and not subject to disclosure under the California Public Records Act, subpoena, discovery, or as evidence in private civil actions.

Makes legislative findings that limiting public access to critical infrastructure information is necessary to promote effective emergency planning and protect the state's infrastructure security.
