Creates the Golden State Patriot Passes Program, a pilot program administered by the Department of Transportation to provide veterans with free access to transit services.

Requires the Department of Transportation to select three transit operators by January 1, 2018—one serving primarily urban areas, one suburban, and one rural—from different counties.

Establishes funding caps with participating transit operators receiving up to $2,000,000 annually (urban), $900,000 (suburban), or $100,000 (rural) in state moneys, which must be matched with local funds.

Requires participating transit operators to submit reports by February 1, 2021, and the Department of Transportation to submit a consolidated report to the Legislature by August 1, 2021, covering costs, fund use, and ridership.

Repeals the program on January 1, 2022, unless a later-enacted statute extends the date before that deadline.
