Prohibits the Central Basin Municipal Water District from using sole source contracts except in emergency circumstances or when only one vendor can meet district needs; requires written justification including vendor uniqueness, market research, and pricing analysis before executing any sole source contract.

Requires the district to rebid contracts when it significantly changes the scope of work, including changes to the nature of services or work products.

Mandates the district's general manager submit quarterly reports to the board detailing all contracts, contract amendments, and dollar amounts.

Requires a two-thirds majority vote of the board (instead of simple majority) to pass ordinances, motions, or resolutions relating to board member ethics, compensation, or benefits.

Becomes operative only if Assembly Bill 1794 of the 2015-16 Regular Session is enacted and becomes effective on or before January 1, 2017.
