Establishes a 14-member Citizens Redistricting Commission in Los Angeles County responsible for adjusting supervisorial district boundaries following each decennial census, replacing the Board of Supervisors' previous role.

Commission members must meet strict qualifications including 5+ years continuous voter registration with same party, voting in at least one of last three statewide elections, and no involvement with elected officials, political parties, or lobbying within 10 years.

Requires commission to conduct at least seven initial public hearings and two additional hearings after drafting maps, with live translation available in applicable languages and agenda posted at least seven days in advance.

District boundaries must prioritize constitutional compliance and equal population, federal Voting Rights Act compliance, geographic contiguity, and respect for communities of interest, while explicitly prohibiting consideration of incumbent or candidate residences.

Commission members are barred from holding elective public office for five years and appointive public office for three years after their appointment term ends.
