Amends Section 411 of the Food and Agricultural Code to require the Department of Food and Agriculture to supply the Department of Water Resources with forecasts estimating production of food, fiber, livestock, and other farm products.

Requires forecasts to base assumptions on 20-year estimates including land use conversion rates, population growth needs, irrigation technology implementation, crop yield advances, and alternate crop uses.

Mandates an additional table in the forecast estimating agricultural water needs based on food security considerations, including population growth, production to feed the state's population and provide at least 25 percent of the nation's table food, and export market growth.

Authorizes the Department of Food and Agriculture to cooperate with the Department of Finance, University of California, and other institutions to obtain forecast information.

Requires the Department of Food and Agriculture to furnish forecasts to the Department of Water Resources and specified legislative committees, with the Department of Water Resources including this information in Bulletin 160.
