Amends Section 9004 of the Elections Code to make technical, nonsubstantive changes to the process for preparing initiative circulating titles and summaries.

Changes language from "receipt of" to "receiving" and "are applicable" to "apply" for grammatical consistency throughout the section.

Clarifies that the Attorney General provides the circulating title and summary copy to proponents and the Secretary of State within 15 days after receiving the fiscal estimate from the Department of Finance and Legislative Analyst.

Requires the Secretary of State to notify proponents and county elections officials within one business day of receiving the circulating title and summary, including a schedule showing maximum filing deadlines and county certification deadlines.
