Amends Section 11370.2 of the Health and Safety Code to narrow sentence enhancements for controlled substance convictions from multiple crime types to only manufacturing through chemical extraction/synthesis and using a minor in drug offenses.

Eliminates three-year consecutive sentence enhancements for prior convictions of possession for sale, purchase for sale, and most other specified drug crimes.

Limits enhancement eligibility to only prior convictions of manufacturing specified controlled substances (Sections 11379.6 and 11380) or conspiracy to commit these crimes.

Requires that conspiracy enhancements be imposed only when the defendant conspirator was substantially involved in the planning, direction, execution, or financing of the underlying offense.

Maintains that prior convictions from other jurisdictions qualify for enhancement purposes under Section 668 of the Penal Code.
