Extends post-employment restrictions for California Legislature members who resign from one year to two years, beginning on the resignation's effective date, prohibiting compensated lobbying before the Legislature, its committees, present members, the Governor, or their officers and employees.

Extends post-employment restrictions for other elected state officers who resign from two years after their term ends to two years from the resignation's effective date, prohibiting compensated appearances or communications before state administrative agencies to influence administrative or legislative action.

Adds the Governor and the Governor's office to the list of entities before which Legislature members are prohibited from lobbying during the restricted period.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and makes it an urgency statute effective immediately.

Exempts the state from reimbursing local agencies and school districts for costs, as the bill creates new crime penalties under existing misdemeanor provisions.
