Amends Section 399.14 of the Public Utilities Code to make nonsubstantive changes to provisions allowing electrical corporations to apply for approval to construct, own, and operate eligible renewable energy resources

Maintains existing requirement that electrical corporations can apply to the Public Utilities Commission to build renewable energy resources to meet unmet Renewables Portfolio Standard procurement requirements

Keeps existing 8.25 percent threshold for approved renewable energy resource applications by December 31, 2020, after which the commission may approve additional applications

Preserves conditions that eligible renewable energy resources must utilize viable technology at reasonable cost and provide comparable or superior value to ratepayers compared to recent renewable energy contracts

Maintains requirement that the commission apply traditional cost-of-service ratemaking when approving applications and specify maximum reasonable and prudent construction costs
