Exempts projects involving inspection, maintenance, repair, restoration, reconditioning, relocation, replacement, or removal of existing transportation infrastructure from California Environmental Quality Act (CEQA) review if the project is located within an existing right-of-way and the project applicant complies with all local permit conditions and applicable state and federal environmental laws.

Requires persons undertaking exempt projects to notify affected public agencies and the public of the exemption, and to comply with the Keene-Nejedly California Wetlands Preservation Act, California Endangered Species Act, and all other applicable laws.

Prohibits courts from staying or enjoining transportation infrastructure projects included in sustainable communities strategies or alternative planning strategies with certified programmatic environmental impact reports, except when the court finds an imminent threat to public health and safety or unforeseen important Native American artifacts or historical, archaeological, or ecological values would be materially and permanently adversely affected.

Limits any court injunctions to only those specific activities that present imminent threats to public health and safety or materially affect unforeseen important cultural or ecological values.

Specifies that no state reimbursement is required because local agencies have authority to levy fees or assessments sufficient to pay for the mandated program.
