CA SBX112

Removes the California Transportation Commission from the Transportation Agency and establishes it as an independent entity in state government with independent oversight authority.

Requires the Department of Transportation to prepare the State Highway Operation and Protection Program (SHOPP) for commission review, rather than having the commission program projects directly.

Grants the California Transportation Commission authority to approve or reject individual SHOPP projects and to decline approval of the entire program as submitted by the department.

Requires the Department of Transportation to submit any changes to a programmed project's cost, scope, or schedule to the commission for approval before implementation.

Repeals Section 14534.1 of the Government Code and makes conforming amendments to transportation-related statutes.
