Increases continuous appropriations from the Greenhouse Gas Reduction Fund for transit programs from 10% to 20% for the Transit and Intercity Rail Capital Program.

Increases continuous appropriations from the Greenhouse Gas Reduction Fund for transit operations from 5% to 10% for the Low Carbon Transit Operations Program.

Increases overall continuous appropriations for transit, affordable housing, and sustainable communities programs from 35% to 50% of annual fund proceeds beginning in fiscal year 2015-16.

Maintains 25% continuous appropriation of annual fund proceeds to the High-Speed Rail Authority for the initial operating segment and Phase I projects.

Amends Section 39719 of the Health and Safety Code and makes an appropriation from the Greenhouse Gas Reduction Fund.
