Reduces terms for newly appointed University of California regents from 12 years to 10 years, effective upon passage of the measure.

Limits newly appointed regents to a maximum of 2 terms on the board, and prohibits regents serving more than one term at the time of the measure's effective date from being reappointed.

Allows regents serving their first term at the effective date to be reappointed for one additional term only.

Permits appointees filling vacancies to be reappointed for no more than one additional term, regardless of the remaining balance of the vacant term.

Requires two-thirds approval from both houses of the Legislature to place this constitutional amendment on the ballot for voter consideration.
