Authorizes committees to hear bills before the standard 31-day waiting period if the bill has been in print and published on the Internet for at least 15 days

Requires all bills to be made available to the public in print and online for at least 72 hours before a vote, with exceptions for bills addressing gubernatorial emergency declarations

Requires the Budget Bill and all related appropriations bills to be enacted by midnight on June 15; bills passed by majority vote after this deadline must be re-passed by a two-thirds vote to take effect

Prohibits salary and expense reimbursement for legislators and the Governor from June 15 until the Budget Bill and all related appropriations bills are enacted, with no retroactive payment allowed

Requires that bills identified as related to the budget be necessary to implement the budget, rather than merely containing token appropriations
