Proposes a constitutional amendment requiring the Regents of the University of California to act in the best interests of the people of California and honor their fiduciary duty to California residents.

Mandates that the regents ensure priority in admissions is given to applicants who are California residents.

Removes previous requirements for regents to report detailed admissions data on their websites comparing in-state, out-of-state, and international student profiles.

Eliminates the requirement that average statistical profiles of out-of-state and international freshman students be no lower than in-state freshman students at each campus.

Requires a two-thirds vote in both houses of the legislature to pass and would be submitted to California voters for approval.
