Requires the Legislature to make audiovisual recordings of all floor sessions, committee proceedings in the State Capitol Building, and committee proceedings outside the Capitol where votes are taken, commencing January 1, 2018.

Authorizes members of the public attending legislative proceedings to make and broadcast recordings subject to reasonable safety and disruption restrictions.

Prohibits passage of any bill in either house until the bill in its final form has been published on the Internet for at least 72 hours before the vote, with waiver allowed for bills addressing a gubernatorial state of emergency declaration.

Reduces the waiting period before committees can hear or act on bills from 31 days to 16 days after introduction, while maintaining the 31-day requirement before the full house votes on bills at regular sessions.

Requires implementation bills for these recording and transparency provisions to be published on the Internet in final form for at least 12 days before final passage in each house.
