Limits out-of-state undergraduate students to no more than 10% of incoming undergraduate classes and 10% of total undergraduate enrollment at each University of California campus beginning in the 2017-18 academic year.

Prohibits the University of California from providing state-funded financial assistance to undergraduate students who would be required to pay tuition or mandatory fees at a higher rate than California residents.

Freezes total tuition and mandatory systemwide fees charged to undergraduate students from the 2016-17 academic year through the 2020-21 academic year, with no increases permitted during this period.

Defines "out-of-state undergraduate student" as any undergraduate student whose residence was outside California at the time of application for admission.

Requires a two-thirds vote in both houses of the Legislature to propose this constitutional amendment to California voters.
