Requires counties with populations exceeding 3,000,000 (as of the 2020 census and thereafter) to have governing bodies of 7 or more members, with the minimum never reducing below 7 even if future census populations decline

Mandates all governing body members be elected by district with a residency requirement in that district, effective January 1, 2021, for both charter and general law counties

Caps expenditures for governing bodies and staff in high-population counties at the baseline amount from the census year budget, adjusted annually only for California Consumer Price Index changes

Applies redistricting requirements following each decennial federal census to ensure supervisorial districts are as nearly equal in population as practicable

Eliminates the requirement that county legislatures prescribe governing body compensation by ordinance, allowing counties more flexibility in compensation decisions effective January 1, 2021
