Amends Senate Rule 56 for the 2015-16 Regular Session to extend contribution restriction periods to Assembly Members who establish campaign accounts to promote candidacy for State Senate.

Prohibits affected Assembly Members from soliciting or accepting contributions from lobbyist employers during three periods: budget revision to Budget Bill enactment, 30 days before summer recess in odd-numbered years, and August 1-31 in even-numbered years.

Applies the same definitions of "contribution" and "lobbyist employer" from the Political Reform Act of 1974 to the restriction periods.

Authorizes the Senate to impose disciplinary action against violating Members, including reprimand, censure, suspension, or expulsion.
