Declares an urgent need to protect religious minorities and vulnerable groups from persecution by ISIS in Iraq and Syria, particularly Christians, Yezidis, and other non-Muslim populations

Urges the President to expedite visa processing for Iraq's minority groups and lift quota caps for Iraqi Christians to streamline refugee acceptance into the United States

Calls on the U.S. Department of State to work with the Kurdistan Regional Government, Iraqi government, neighboring countries, and other stakeholders to secure safe havens for those seeking asylum from Iraq

Urges Congress to pass House Resolution 1568 and amend it to include protections for victims of persecution based on sexual orientation, gender, ethnicity, race, nationality, or religious affiliation

Notes that over 500,000 people have been displaced by ISIS violence and over 50 percent of Iraq's Christian population has fled since 2003, with little protection from the Iraqi government
