Calls on Congress to mandate full accounting of all CVPIA expenditures by programmatic goal and project, with complete transparency in Bureau of Reclamation planning, implementation, and funding

Requests Congress to require a full audit of the CVPIA Restoration Fund to ensure proper collection of payments and efficient management

Notes that over $1.5 billion has been spent on CVPIA since 1992, but independent reviews found agencies failed to develop proper framework and were negligent in implementing environmental mandates

Directs Secretary of the Senate to transmit resolution to President, Vice President, House Speaker, Senate Majority Leader, and California's Congressional delegation
