County elections officials must permit voters with disabilities to cast ballots using certified remote accessible vote by mail systems, except during all-mailed ballot elections.

County elections officials must permit military and overseas voters to cast ballots using certified remote accessible vote by mail systems, except during all-mailed ballot elections.

Requirements become operative on January 1, 2020, or one year after the Secretary of State certifies a remote accessible vote by mail system, whichever is later.

State must reimburse local agencies and school districts for costs mandated by this bill, if determined by the Commission on State Mandates, pursuant to Government Code Part 7.
