Requires health facilities (hospitals, clinics, and related facilities) to test and maintain diesel backup generators and standby systems in conformance with the National Fire Protection Association 110 standard and federal Centers for Medicare and Medicaid Services requirements.

Defines "health facility" to include facilities engaged in providing medical, surgical, or psychiatric services as specified in existing Health and Safety Code Section 1250.

Preserves the authority of the State Air Resources Board and air districts to regulate diesel backup generators owned by health facilities under existing air pollution control laws.

Exempts the state from reimbursing local agencies for costs of implementing this mandate because local agencies have authority to levy service charges and fees to cover program costs.
