Adds homeless students and lesbian, gay, bisexual, and transgender (LGBT) students as required categories to be addressed in community college district student equity plans, along with any additional categories determined by the governing board.

Changes the Chancellor's requirement from establishing a list of eligible and ineligible expenditures to instead providing guidance to community college districts on how to use Student Success and Support Program funding to support evidence-based practices for student equity plan goals.

Requires the Chancellor to establish a standard methodology for measuring student equity and disproportionate impact for disaggregated student subgroups in California Community Colleges.

Modifies student equity plan goals to include access and retention, degree and certificate completion, English as a Second Language and basic skills completion, and transfer outcomes.

Provides for state reimbursement to local agencies and school districts for any costs determined by the Commission on State Mandates to be mandated by this act.
