Requires air pollution control and air quality management districts to include emissions reductions from diverting organic materials away from landfills in baseline emissions calculations for composting facility permits and long-term emissions reduction programs.

Designates composting facilities as "essential public services" for purposes of air district statutes and regulations, along with prisons, schools, health care facilities, and other public agency-operated infrastructure.

Expands existing organic waste diversion assessment requirements to include progress toward meeting goals in Senate Bill 1383 (Chapter 395 of the Statutes of 2016), the State Air Resources Board's Short-Lived Climate Pollutant Reduction Strategy, and the Department of Food and Agriculture's Healthy Soils Initiative.

Declares that no state reimbursement is required because local agencies and school districts have authority to levy service charges, fees, or assessments to cover costs of the mandated program.
