Establishes the Cal Grant B Service Incentive Grant Program commencing with the 2018–19 academic year, administered by the Student Aid Commission.

Requires participating students to be Cal Grant B recipients who perform at least 100 hours per quarter or 150 hours per semester of community or volunteer service through approved organizations.

Awards grants up to $1,500 per semester or $1,000 per quarter based on unmet financial need, with a maximum of eight semesters or 12 quarters of eligibility; grants do not offset other grant aid.

Limits program participation to a maximum of 2,500 eligible students simultaneously, with awards distributed on a first-come-first-served basis based on California Dream Act application submission date.

Requires eligible students to meet all requirements for nonresident tuition exemption, be enrolled at UC, California State University, California Community Colleges, or qualifying independent institutions, and perform service through government entities, educational institutions, or 501(c)(3) organizations unrelated to political, social, or religious advocacy.
