Establishes a 9-member Blue Ribbon Commission on Public Postsecondary Education with members appointed by the Governor, Senate Rules Committee, and Assembly Speaker to make recommendations on improving access to and affordability in postsecondary education.

Requires the commission to conduct at least 10 public hearings in geographically diverse regions focused on needs of underrepresented groups including African Americans, Latinos, Asian Americans, undocumented immigrants, and LGBTQ students.

Directs the commission to study and recommend on universal access to postsecondary education, enrollment capacity needs, methods to graduate an additional 1,100,000 California residents by 2030, and campus expansion requirements.

Requires analysis of resources needed to create an affordable and tuition-free public postsecondary education system, including costs beyond tuition such as books, housing, food, and childcare.

Mandates the commission publish its report by January 1, 2020, with the office closing by June 30, 2020, and the chapter repealing on January 1, 2021 unless extended; all documents transfer to the State Archives upon repeal.
