Establishes conflict of interest restrictions for representatives appointed to the Bay Area Toll Authority (BATA) oversight committee created under Regional Measure 3.

Prohibits oversight committee representatives from being current or former members or staff of the MTC or BATA, or from being employed by organizations that have received or are receiving funding from these agencies.

Extends restrictions to former employees or contractors of funded organizations for one year after their employment or contract ends.

Requires two representatives from each of the nine Bay Area counties, appointed by county boards of supervisors, to serve four-year terms limited to two terms on the oversight committee.
