Amends Section 8686 of the Government Code to require the state to cover 100% of total eligible costs for disaster relief related to the February 12, 2017, mandatory evacuation in Butte, Sutter, and Yuba counties caused by the potential failure of Lake Oroville's auxiliary emergency spillway

Establishes this 100% state cost-sharing as an exception to the standard 75% state share for eligible project costs under the Natural Disaster Assistance Act

Adds the Lake Oroville evacuation as a designated federally declared disaster eligible for enhanced state financial assistance, joining a list of other major disasters dating back to 1989

Makes legislative findings that a special statute is necessary because of the unique costs incurred by local agencies responding to the February 12, 2017, evacuation
