Exempts powdered alcohol used as an ingredient in nonpowdered products from existing prohibitions on manufacturing, distributing, and selling powdered alcohol.

Allows production, sale, and purchase of powdered alcohol specifically for use as an ingredient in nonpowdered products, removing these activities from infraction penalties.

Maintains the Department of Alcoholic Beverage Control's authority to revoke or suspend licenses for manufacturing, distributing, or offering powdered alcohol for retail sale, except when used as an ingredient in nonpowdered products.

Preserves existing infraction penalties ($500 fine for sellers/manufacturers, $125 fine for purchasers/possessors) but makes them inapplicable to powdered alcohol intended for use in nonpowdered products.
