Director of General Services, with Adjutant General approval, must grant the San Diego Center for Children an option to purchase approximately three acres of the San Diego Armory located at 7401 Mesa College Drive.

Purchase agreement terms shall be based on fair market value determined by appraisal approved by the Director of General Services, with execution required within 60 days and property transfer within 60 days of agreement execution or State Public Works Board authorization.

State retains all mineral deposit rights on the property, with potential exceptions if minimal mineral potential exists or limited to areas reasonably necessary for mineral removal.

If no agreement is reached or completed within specified timeframes, the Director of General Services may sell the property through standard armory sale procedures under Military and Veterans Code Section 435.

Legislature finds that a special statute is necessary for this specific San Diego County armory property and cannot be addressed through general statute.
