Waives the $46 per unit per semester enrollment fee for California residents who are wards or former wards of the juvenile court, placed in or committed to out-of-home care after age 16, and are no older than 25 years old, if they meet minimum academic and progress standards.

Waives the enrollment fee for foster youth or former foster youth whose dependency was established or continued by the court on or after their 16th birthday and who are no older than 25 years old at the start of the academic year.

Requires the Board of Governors to adopt uniform minimum academic and progress standards for all fee waivers that do not include a maximum unit cap and must consider extenuating circumstances and appeals processes.

Requires the Board of Governors to provide a reasonable implementation period of at least one year before enforcing new academic standards and to demonstrate that community college districts have adequate student support services to prevent disproportionate impact on students based on ethnicity, gender, disability, or socioeconomic status.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated local costs, reimbursement shall be made pursuant to Government Code Part 7, Division 4, Title 2.
