Removes the January 1, 2015 deadline for California State University (CSU) students to enroll in online courses at other CSU campuses without formal admission or additional tuition/fees.

Requires CSU trustees to establish an online database of courses available across all CSU campuses and create a cross-enrollment process to streamline student access to courses for degree, general education, and major requirements.

Requires CSU trustees to establish uniform definitions for online education, including a systemwide definition for courses that can be entirely completed remotely.

Changes reporting requirements to mandate CSU trustees submit performance data on state-supported online courses to the Legislature on or before January 15, 2019, and every two years thereafter (previously due January 1, 2017).

Reporting must include enrollment numbers, completion rates, grade point averages, cross-campus enrollment data, and demographic breakdowns by age, gender, and ethnicity; reporting requirement expires July 1, 2021.
