Requires California State University to conduct surveys of student populations at each campus on or before January 1, 2021, and every three years thereafter to determine average annual discretionary expenses excluding tuition and fees

Discretionary expenses survey must include housing, food, textbooks, supplies, course materials, technology, transportation, medical expenses, child care, and recreational expenses

Universities must exclude from category averages expenses reduced due to family/friend support or poverty/hardship situations that would skew the data

Each campus must post category expense averages and total average cost of attendance on its website within six months of completing each survey
